Abstract
World Impact OS is a sensing protocol. Money stays as a medium of exchange. Governing bodies stay. What it displaces is money as the highest metric: an n-dimensional basket an entity can instrument and inspect.
Three names must not be shared. The goal is more good in the world. The intermediate is World Creative Impact (WCI), a vector with an optional collapse. The instrument is the protocol for sensing. A measure is never the thing itself.
The unit is contribution inside an entity. Report that vector when you want chemistry. Report the aggregation of those contributions when you want a person-total. First use: a catalog, held up to yourselves. Assignment is a different project.
This document specifies the Concept. Configuration will change. The invariants do not. Nothing here is running yet. Twelve people with a perfect Concept still have a Concept.
World Impact OS is a public, transparent protocol for sensing world impact as an n-dimensional value. Two pieces, both required: a public system (anyone can inspect the rules) and a public dataset (anyone can inspect the scores). Hide the formula and you have the old OS. A slogan with no dataset is a slogan.
The protocol does not pick the axes. Those are configuration, supplied by each entity, and they will change. What it does pick: invariants. Claims that fail them are not this OS.
Mostly a sensing layer. You start somewhere. The measure evolves. Directional alignment is the claim. We are not selling precision.
1.2 Three names
These must not share a name. Share them and the intermediate gets mistaken for the goal, and the instrument gets mistaken for the good.
Goal
More good in the world. People causing, transparently and equitably, the type and quantity of positive impact they intend. All measures are proxies. A measure is a perception and a quantification of the thing. Those are never the same.
Intermediate
World Creative Impact (WCI), or whatever it is later named. An n-dimensional basket. Collapse that basket and you get a readout. The readout is not the vector, and it is not the goal. On a long horizon, WCI ought to outshine simple money as the ranking people treat as highest. That is the intermediate doing its job.
Instrument
The protocol and standard for sensing. Chess ELO plugs in. GDP plugs in. The exact quality of a given metric can evolve. Metrics are plugins. Values are supplied by each entity.
1.3 The unit
You do not carry impact in a suitcase. Everyone interacts with different entities. Chemistry is learned there. Who one associates with is a massive impacter on trajectory and on yield.
A person has an n-dimensional radar from their contributions in each entity they touch. The person-total is the aggregation of those entity-impacts. They continue to impact entities they left: vision, teaching, policy, and work-process survive them and keep having capital impact.
Report the entity-vector when you want chemistry. Report the aggregation when you want a person-total. A pairing yield (this person, that entity) is a chemistry fact.
Score the isolated person and you will mis-place people and mis-credit work. Refuse to aggregate those contributions and you refuse to see the person at all. Both refusals are wrong about the world.
1.4 First use
A function tool. A person, a team, a company uses it to see themselves more clearly and become more purposeful.
The first product is a catalog: instrument, publish the radar, look at yourselves. A public scoreboard can still be a catalog. Readable later by another entity, maybe. That is a consequence. It is not why you start.
After enough permeation (enough entities running the same language) a match layer might be added. If it is, it ought to be agentic-mediated and never compulsory. No one must choose. No one must be chosen. Walk away and you still had a catalog. Assign people and you built something else.
1.5 Scope
Same invariants at every fractal rung: person, family, pair, team, company, city, nation. Different key-values at each rung. A higher readout cannot overwrite a lower rung’s key-values. One person is enough to start. All entities are sovereign at their rung.
Money stays as a medium of exchange. Profit stays as a sustainability test. Governing bodies stay; they ought to govern by values, instruments, and feedback. The OS is the language they can share.
1.6 What it is not
ESG
Right direction. Facade-centric. It annotates the old scoreboard and leaves what counts as real untouched.
Likes
Some of the best ideas are hated early. Polarizing work is often the work that moves the field. Popularity misses that.
Social credit
WCI must not be a gate on what people are allowed to access. It may propel the self-selected. It must not punish people who want a simple life. Harm is another matter. Walking a different path is fine.
Corporate values
The impulse is fine. The object is a poster. If you cannot measure it and change the weight, it is not a value in this OS.
A hiring market
Not on day one. Catalog first. Match only after permeation, optional, never assigning.
The yearly review
Impact moves in a week. A year is a ceremonial aftermarket.
Unmeasurable exploration
Name the space, count the tries, score the disproofs. Slack that cannot name its space is opacity. Looking away does not protect Bell Labs. Scoring only the filament does.

How it works
2.1 Invariants
Any instance that claims to be this OS must satisfy The Rule. Configuration (axes, weights, plugins) may change. These may not.
Public. Anyone can see the scoreboard and join it. Private bureaus fail this.
Transparent. Anyone can inspect how a number was made: method, weights, inputs, revisions. Public data with a hidden formula is the old OS.
Value-dimensional. Impact exists as an n-dimensional value. A collapse may exist as a readout. The radar is the truth of how something counts. Axes are spectra, including harm. The OS does not pick the axes.
Quantifiable. Each direction is a number. The collapse is a number. They can be ranked, combined, and acted on. Do not treat the collapse as the goal.
Maximally instrumented. Everything is measurable, including privacy. Start somewhere. Instrument → Feedback → Evolve. The numbers do not have to be “correct.” They have to be directionally aligned enough that values are representable at similar scale.
Immediate, and long via capital. Reevaluate faster than a year. Credit long-horizon work as capital before the fruit exists. If the tree dies, that value goes to zero. Results, not inputs. Minutes worked are not an axis.
Experiment-stochastic. Credit potential, do not overvalue it. Model a distribution of outcomes, not a single point. The try is a result. Invalidation is impact. A×B is not known until it is tried.
Fully dissipated. Impact is measured across a long horizon. Posthumous impact counts. Leave an entity and the residue keeps scoring. A life’s number does not finally converge until the last affected person has been affected.
Fractal, sovereign at each rung. Same invariants, every scale. Different key-values at each rung. A higher collapse cannot overwrite a lower rung.
Entity-governed. Governing bodies are the right kind of thing. Each entity selects, via its own bylaws, who sets the weights. The OS itself ought to be open source and subject to the same Rule.
Resource-following. Entrust more resources to those shown to be most impactful, as swiftly as the result is visible. That is a payoff rule. It does not decide who is allowed to live. Either side may leave.
Self-directing. No one must choose or be chosen. Impact is self-attested and network-attested. Reward-alignment is on the entity to solve, not something owed. Dissent is necessary. Privacy is a good and can be quantified.
2.2 Axes are configuration
Person A may be a teacher and impact almost entirely by growing other people. Person B may be an implementer and impact by causing an idea to exist in the world. Both count. They may have the same collapsed WCI and opposite shapes. The radar is the truth of how they count. Title is a costume. Outcome on a spectrum is the axis.
A studio that exists to teach writes different spokes than a lab that exists to find out. Required, not a courtesy. Politics is the negotiated reshaping of values and weights. Who may propose, contest, and change a weight is not specified here; the entity’s bylaws hold it. A higher rung cannot overwrite that.
2.3 Metrics are plugins
The instrument does not need a new metric for every good. Existing measures sit in the basket with minimal modification. ELO is fine. GDP is fine. They are useful so far as they go. The OS is the n-dimensional superset they sit in.
What counts as a measurement of an axis (the warrant from sensor to number) is the entity’s to state. Name an axis and refuse to say what would count, or what would break the machine, and you still have a poster. You just put a decimal on it.
2.4 Vector and collapse
The vector is primary. The collapse is an intermediate readout so vectors can be ranked and combined when a ranking is needed. Use the collapse as the tiller for placement, funding, and honor at once, and you rebuild the failure this protocol exists to displace. This specification allows the collapse as readout. It does not license it as the sole target.

2.5 Time
Two clocks run at once. Living work is reevaluated continuously, faster than a year. Long work is credited as capital before fruit exists, and goes to zero if the tree dies. A dreamer who replants and clears the same field may end near zero. A visionary who tries a hundred things, ninety-nine of which die, may still hold a high capital basket if one remakes a good.
Dissipation: the number is not finished while effects continue. Mark Twain’s impact does not finally converge until the last reader who will ever be moved by him has been moved. The same is true of a policy left behind at a firm.
Stochastic form: a point estimate is a bad object for new capital. Publish the distribution. Credit potential immediately. Do not pay out the tail as if it were the mean.
2.6 Chemistry
A×B is not known until it is tried. The n-dimensional radar for a person is read from pairings, not from a portable essence. Placement, when it exists later, is a portfolio of bets with explicit variance for that reason. The first instance records the pairing it already has: this person, this entity, this week. It does not place anyone.
2.7 The loop
Instrument → Feedback → Evolve → forever.
Start somewhere. Somewhere is better than nowhere. Each added dimension clarifies the next rung. Custodians may use natural language to evolve what the entity instruments. Done is better than perfect. Exploration is inside the loop: name the space, count the elements walked, score “this is not it.” A researcher who looks like zero for seven years was being scored on the bulb, not the search. That is a bad instrument.
2.8 Payoff is not a gate
An efficient instance will move resources toward shown impact as the result becomes visible: stochastic, time-attenuated, not the full factor next Friday. Either party may leave. WCI is not a condition of being allowed to live, work, or walk away. Reward-alignment is the entity’s problem. An unscored life is a life that did not opt into this scoreboard. That is allowed.

How to adopt it
3.1 Two paths
The Concept is the OS itself: The Rule, the three names, the unit. Skip defining it and there is nothing to adopt.
An entity’s path is how a person, a family, a company, or a city comes to run it. One person is enough. The OS makes a life more purposeful before it makes a civilization more purposeful. Catalog first. Look at your own radar. Improve.
Permeation is a count of entities walking that path, not a property of the Concept. Taught, disseminated, understood, adopted: if they cannot learn it, they cannot use it, and the scoreboard stays a club.
3.2 First instance
This is enough to begin. Civilization-scale execution is not on the table. One sovereign rung, speaking the language.
Name the entity.The person, pair, team, company, or other rung that will hold this instance. The radar is of contributions inside this entity.
Name who may set and change weights.Write it in the entity’s own bylaws, however informal. The protocol does not appoint that person. A higher rung cannot overwrite this.
Name three to six axes.These are the entity’s values, in the entity’s words. The protocol does not issue a menu. Spectra, not badges. Harm sits on the same spoke as the good.
For each axis, state the warrant.What would count this week. What would break the measure. If you cannot say what the number is of, stop. You still have a poster.
Instrument something.One plugin is enough. An existing metric may sit on a spoke with almost no modification. Directional alignment, not correctness.
Publish the method.Even if only to the entity. Method, weights, inputs, revisions. An uninspectable number fails The Rule.
Read the radar before you read the collapse.Use the vector to see how you counted. Change a weight only through the bylaw you wrote in step 2. Loop: instrument, feedback, evolve.
3.3 What to leave alone this month
Do not treat the collapse as the goal, or as the only number you manage to.
Do not stand up a matching market. Catalog first. No one is assigned.
Do not let a parent entity overwrite this rung’s key-values.
Do not make the score a gate on living, staying, or speaking.
Do not leave exploration off the radar because the filament has not appeared. Name the space.
Do not wait for a complete ontology. Start somewhere.
3.4 After a first instance
The instance is portable in language, not yet in a network. Another entity can read the method if you publish it. Comparison of shapes comes later. Match, if it comes at all, comes after enough entities speak the same language, and only as an optional layer. Autonomy stays with every actor.
